Dear Sir,
We finished the study of the complaint in the file quoted in
title.
I inform you that we cannot, in accordance with the law,
front outward journey in this business for the following
reasons:
- the plaintiff, Mr. Serge Joseph Adrien Bourassa-Lacombe,
lodged with the Police chief a complaint relating to the control
of the captain André Castonguay, agent Luc Baillargeon and of
the detective Alain Lévesque of the Regional
Sherbrooke Police Service area;
- this complaint relates to an intervention to the place of
the plaintiff at the time of a visit to the police station on
November 23rd 2000;
- we examined carefully the allegations of the complaint,
analyzed the whole of the bulky documentation subjected by Mr.
Bourassa-Lacombe and process to checks, in particular starting
from the relevant operational file (SBK20011116-036);
- this reveals that the police officers concerned achieved
their functions with best and within the only limits of their
competences by taking care, with each stage, to take consulting
and orientation near the legal and social authorities likely to
give them a lighting warned on the actions to take in the
species;
- for these reasons, it is thus not convenient to engage the
process here deontological.
You have the right to make revise this decision by transmitting
us in writing facts or elements new in the fifteen (15) days of
the reception of present, with the following address;
