We had examined the report of investigation in the file quoted in title.

It is decided to reject your complaint in this business for the following reasons:

Under the terms of article 35 of the Law on the police organization, the Code of ethics of the police officers of Quebec (R.r.q., C 0-8.1) applies only to the " police officers members of the Safety of Quebec, of the Service of police of the urban Community of Montreal or all other municipal body of police, as well as with the special constables ".

The investigation of the Police chief to the police deontology revealed that the agents of the private security aimed by the complaint of Mr Serge Bourassa-Lacombe are neither police officers, nor constables special. The Police chief thus does not have jurisdiction to examine control.

The complaint deposited by Mr Serge Bourassa-Lacombe, March 20, 1997, is rejected for absence of competence of the Police chief to the police deontology.

You have the right to make revise this decision by the Committee of police deontology. If you want to exert this right, you will have to deposit, in the 15 days of the notification of this decision, a written declaration containing an explanatory memorandum called upon with the support of your request for revision for the following address:
