I write, at the request of the plaintiff, his declaration Marie-Anne Ouellet

The 1995\08\16 it seems to me that it was at the beginning of after midday, I go to the department of right of the UQAM to the corner of St-Denis streets and Ste-Catherine. I addressed to the receptionist of the department of right making her share of my desire to meet a professor (who is a lawyer or notary) to obtain a legal guidance the assistance to know my legal remedy against these professors of the CEGEP of Sherbrooke where I studied in animal health.

I said to the receptionist that my nickname is Victor DeLamarre II and not Marc Lépine II as let it imply the College of Sherbrooke to prevent me from going as trainee to Florida in the racehorses area. Me, which never had that in the head. Me which all my life, I helped weakest than me instead of destroying them. I said that of a very calm tone to her.

This lady went to get information and returned to say to me that there was no professor present at the department. I thanked her and I left. I was then dress as a professional cyclist without any weapon on me.

This lady referred me to the office of Association coed in right so that I get a legal guidance. At this office, when I went there, there was nobody. I went to the cafeteria, sat at a table and I spend some time to write, because I am a writer.

A security guard comes to see me. He asks me to be identified, which I make using my driving license. During this time, two other guards arrive. The three guards are dress of a blue shirt. Another guard, this one dress of a white shirt arrives too. This last says to me: " Mr Lacombe you are in a state of arrest. The police of the SPCUM comes itself from there " I ask him: " Why? " He says to me: " You directed death threats towards an employee of the UQAM. " I ask him: " Towards which? " He says to me: " It is the person that you had seen at the department of right " I says to him of a very calm tone: " This woman lied " He says to me then: " I must put the shackles to you " I tighten the hands then to him. He says to me to be stuck to the wall, vis-à-vis with the wall, hands on the head, to pass my right hand behind my back then my left hand. Than he had handcuffed me.

The guards of security lead me in a class room where I wait with the 4 guards during 45 minutes. During this time, I ask for the permission of walk in the room. They refused.

2 police officers of the SPCUM arrive and ask me what occurs. I says to them that a woman lied by affirming that I had uttered death threats towards her. The police officers asked whether I had resisted my arrest. The guards said that I had not resisted. The police officers asked the guards to remove me the shackles.

The police officers lead me outside the building to my mountain bicycle. When we were returned outside they say to me that I do not have any more rights to go on the UQAM property. I requested a report of event from the police officers. They said to me that they did not have time for that. They repeat to me that I do not have any more rights to put the feet to the UQAM if I do not want to have problem. Immediately afterwards, I left the places. I am never turned over to this place.
