Whereas recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world,

Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common people,

Whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law,

Whereas it is essential to promote the development of friendly relations between nations,

Whereas the peoples of the United Nations have in the Charter reaffirmed their faith in fundamental human rights, in the dignity and worth of the human person and in the equal rights of men and women and have determined to promote social progress and better standards of life in larger freedom,

Whereas Member States have pledged themselves to achieve, in co-operation with the United Nations, the promotion of universal respect for and observance of human rights and fundamental freedoms,

Whereas a common understanding of these rights and freedoms is of the greatest importance for the full realization of this pledge,

Now, therefore, The General Assembly proclaims this Universal Declaration of Human Rights as a common standard of achievement for all peoples and all nations, to the end that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance, both among the peoples of the Member States themselves and among the peoples of territories under their jurisdiction.

All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status or the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.

Everyone has the right to life, liberty and security of person.

No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

No one shall be subject to arbitrary arrest, detention or exile.

Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him.

Everyone charged with a penal offence has the right to be presumed innocent until proved guilty according to the law in public trial at which he has had all the guarantees necessary for his defence.

No one shall be subject to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks.

Everyone has the right to freedom of movement and residence within the borders of each state.
Everyone has the right to leave any country, including his own, and return to his country.

Everyone has the right to seek and enjoy in other country asylum from persecution.

Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in his community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

Nothing in this declaration may be interpreted as implying for any state, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.

I undersigned, Joseph Adrien Serge Bourassa-Lacombe considers that I was born at Verdun (Quebec) Canada June twenty (20) 1957 at 09 h 12. What is more, have been baptized by the Catholic Roman Holy Church in the name of "Joseph Adrien Serge Lacombe". Considering the fact that it was a common practice to use as usual name «Serge Lacombe», I have discovered during summer of 1995 that all this time we were two (2) persons with the same identity. «What is more, January fourth (4) 1997, I acknowledge that we was three (3) with the same judicial identity Serge Lacombe, June (20) twentieth 1957, (5'10", 155 pounds or 1.75m, 70 kg)».

I undersigned, Serge Joseph Adrien Bourassa-Lacombe remember still by a nice summer day in 1980 being arrested by the MUCPS Police in the Hochelaga quarter on Haig street. This policeman had given me as a reason that a backup light was defective. He ask me then to exit out of my car to ascertain the defect. As I told him that every thing is normal, four or five police cars arrived in reinforcement, then they asked me to put my hand on the top of my car and to spread my legs to search me. At that time, arrived a detective in his phantom car opening his car door and putting his left leg outside. Afterwards lighted up my face and said : "OK ! Boys, it is not him that we are looking for. " They all went away, except two. I asked them the reason why they have mistaken me with another individual like that ? They answered me : «Mind you own thing and pursue your way, kid !» I found the event singular at that time without any more thought.

I undersigned, Serge Joseph Adrien Bourassa-Lacombe declare that Saturday February 11^th 1995, the Sherbrooke town police did not write any police report, even if my roommate had put up a 911 emergency call, then two police cars came to pick me up, because I was from her words in a madness state. What is more, no report was made to indicate that I went by myself at the police station to give to them my side of the facts. Beside that, the police handcuffed me and brought me by car to the Centre Hospitalier Universitaire de CHUS without any written report. Fortunately that in the CHUS medical report 398 068 it was written that when I had arrived at the hospital, On the other hand, it was impossible for me to go against the will of those two (2) armed policemen who represented for me the authority.

Me, who had worn out feet since many weeks already, having a stern problem of athletic feet accompanied by microscopic fungus. I rambling with my health insurance card including a photographic identification. Having being referred by the fifth medical clinic to go at the ST-HENRI CLSC, 3833, rue Notre-Dame west, Montreal (Quebec) H4T IP8, I am surprise to find out undeniably that I am steer by the system to go at the hospital of my choice to look after my vagrant feet. I decide to go at that one where I was born, that is to say Verdun Hospital Center formerly CHRIST-ROI HOSPITAL, 4000, Lasalle blvd., Verdun (Quebec) H4G 2A3. Because the doctor on duty Laurent Boisvert refused to treat me, me which had eight (8) bandages per foot caused by bulb on bulb on bulb, me which did not have to eat day. It was approximately 10:30PM, it even refused to nourish me or to prescribe me an aqueous solution of glucoses. To my request the font of the SPCUM came, I believed to force this doctor of guard to cure me. I realized very quickly that it was rather to overcome by force, to lay me down on the bed, they were eight (8) policemen around me to tie up me my ankles and my cuffs during eight (8) hours without drink neither food. Above that, they injected me an unknown substance in both of my legs in smiling and in imploring GOD to come to save his son.  

I undersigned, Serge Joseph Adrien Bourassa-Lacombe declare having been transported Wednesday July 19^th 1995 from 7:00AM to 7:30AM, by two (2) ambulance-men of Urgency Sante to the hospital Ste-Mary's, 3830, avenue Lacombe, bureau 1301 A, Montreal (Quebec) H3T 1M5. I stayed in this hospital eight hours and they served me a meal at 1:30PM. Even in modern times, I was left twenty four hours without eating. Were they trying to weaken me, in order to transfer me to the psychiatric Douglas Hospital.

I undersigned, Serge Joseph Adrien Bourassa-Lacombe declare that Friday July 21st 1995, I was going at L/S A. Desautels Enr., 4141, Lasalle blvd., Verdun at 3:46AM and 5:02PM to buy some ice cube to allow me to pass from a hyperthermia state to a hypothermia state. I finally slept from 5:30AM to 10:30AM. I awoke brutally because of the virus that they had injected in me smiling and laughing at the hospital of Verdun, was very virulent. The virus attacked my digest tube causing ulcer, involving a very grave internal haemorrhage, my faeces were dark blue for the first time of my life. After to telephoning to an ant poison center who could do nothing for me, I told my amazing story to this adviser, formed by Mister Jean Marc Brunet of products Le Naturist J.M.B. 3990 Wellington street, Verdun (514) 761-7464 who recommended me for my state : a bottle of Aloes, some phial of extract from concentrate cabbage and chlorophyll. Cost 35$ with five (5) days of prayers invoked by me, GOD finally saved me from these monster of medicine, who work for the MEDICAL MAFIA!

I undersigned, Serge Joseph Adrien Bourassa-Lacombe declare being surprise to discover that my problems with the police all along my crusade had been for the most caused by educational institutions. It is to ask if the people who work in education really want to prevent drama like : MARC LEPINE In Memoriam Wednesday December 6^th 1989, VALERY FABRIKANT In Memoriam August 24^th 1992 etc. … As you see, November 19^th 1996 at 1:05PM I had received another trespass warning of a private property i.e. an interdiction to come back on the territory of the university, if not respecting this warning could have problems with the justice. However this one was in enforcement until November 26^th 1996, date in which the University of Maine must give their decision concerning my foundation. They were all anxious to see if the American immigration will decide to consider me as a legal or illegal refugee in United States after living more than one year as refugee in their country.

Would the University of the Black Bear, Maine have boycotted my foundation like all the others in this day of Tuesday November 26, 1996?
