I am again remember by a nice summer evening in 1980 have been arrested by a patrol officer who worked for MUCPS into Hochelaga quarter on Haig street. This is when a detective arrive in is non identified patrol car, opening is door and putting is left leg outside the car. After he had giving light on my face and saying : «OK ! The boys it is not him that we looking for». They are all living, whereas that I ask to those two last for which reason they had mistaking me with another individual like that ? They said to me : «You do not be involve into it and follow your way young fellow ! I had founded the event touched without any more …Today ! I am accordingly to confirm the word of JESUS-CHRIST point out by Matthew 10,26 : «Therefore do not fear them. For there is nothing covered that will not be revealed, and hidden that will not be known». Sustained by this old adage : «The truth end all ways by seeing the day». Saturday February 11th 1995, the Town Police of Sherbrooke do not write any police report, yet my roommate had made a emergency phone call 911, for they can come to my home to pick me up with to police car because I was as she talk in an insanity state. What is more, not any report to reveal that I went to the police station by myself to give them my version of the facts. Without forget that the policemen had put their handcuff to place me on the rear seat of a police car to drove me to the Centre Hospitalier Universitaire de Sherbrooke CHUS obviously with out report it by writing. Happily that into the medical report CHUS 398 068 it is write that at my arrival at the hospital, I am accompanied by two (2) polices officer.
Consequently, I would like to obtain a detailed report of all the time what they had verified my judicial identity for the period covering de year 1979 until this day inclusively. I need to have the date of the event, the reason, by which police body, which place etc…No: 1996 CN 1149

Unfortunately, we can not follow up to your request for some motive connected to the Administration of the Justice and the Public Security. So, the article 28 of the law on the access dispose that a public organism public must refuse to confirm the existence or to communicate a police information, when this susceptible divulgation may:
. to shackle the unrolling of an inquiry;
. to reveal a inquiry method, a confidential source of information...;
. to reveal the composing of a communication system destinate to the use of a person in charge to point out the observation of the law.

Revise by the Information Access Commission
a) Can: The article 135 of the Law provide that a person whose the written request had been refused in all or in part by the responsible for the access to the documents or the protection of the personal informations can ask to the Information Access Commission to revise this decision. The request of the revision have to be written; and could expose briefly the reasons why the decision should be revised (art.137).

b) Motives: The relative motives of the revision could bear on the decision, on the delay of the treatment of the request, on the access way to a document or to an information, on the demandable charges or on the application of the article 9 (personal written notes on a document, sketches, outlines, rough drafts, preparatory notes or other documents of same nature which will not be considered as of some documents from a public organism).
c) Delays: The requests of revision should be addressed to the Information Access Commission into 30 days following the date of the decision or the expiration of the delay conceded to the responsible for answer to a request (art.135). The Law specifiquely provide that the Information Access Commission could, for reasonable motive, to set up the plaintiff of the default to respect the delay of 30 days (art. 135).
Appeal before the Quebec Court
a) Can: The article 147 of the Law decree that a person interested directly can carry the decision of the Information Access Commission in appeal before a judge Quebec Court, on all question of right or of competence. However this appeal can be carry only with the permission of a judge from the Quebec Court. this judge grant the permission if he is of opinion that it is a question that should be exanimate in appeal.
b) Delays and charges: The article 149 of the Law provide that the request to carry the case in appeal must be deposed to the clerk of the Quebec Court, at Montreal or Quebec, into 30 days of the decision, after advise to the parties at the Information Access Commission. The charges of this request are at the discretion of the judge.
c) Procedure: The appeal it is formed, according to the article 150 of the Law, by the deposit to the Information Access Commission of an advise to this effect signified to the parties, into 10 days whom following the date of the decision which authorize it. The deposit of this advise to do instead of the signification to the Information Access Commission.

You who are acquaint of my proceedings since November 10th 1995 in order to obtain justice in this free Country. As you know it, I do not see in how my requests of January 20th 1999 near to the CRPQ susceptible could:
. to shackle the unrolling of their inquiries;
